| Since its inception in 1986, the Department has upheld the belief that learning is crucial to the development of dignity in the workplace and the commitment to the value of personal growth. Each individual deserves an opportunity to acquire the skills needed for the job, to grow to his or her full potential and to become a contributing member of society. The Department also believes that learning while working should be an ongoing process throughout an individual's career journey.
